Social rights: The Monitoring Committee adopts a Human Rights Handbook for Local Elected Officials

The Congress Follow-up Committee adopted Volume II of the Human Rights Handbook for Local and Regional Authorities on social rights, presented by Harald Bergmann (Netherlands, ILDG) at the online meeting held on 17 September 2020.

The aim of this Handbook is to take stock of the efforts of local and regional authorities in Council of Europe member States to ensure a rights-based approach to social rights in their policies. The Handbook underlines that, by virtue of their competences in the social field, local and regional authorities play a crucial role in facilitating the exercise of social rights by their communities’ residents.

"Built around five chapters, the Handbook presents the social rights challenges for local authorities, with a particular focus on the impact of the Coronavirus pandemic," explained the spokesperson. "One chapter is dedicated to the definitions of the six social rights addressed in the Manual: health, education, work, housing, social security and social protection and social inclusion and integration," he said.

Organised around these six social rights, sixty-five practical examples and recommendations complement the Handbook to show how local and regional authorities can take advantage of their proximity to citizens to develop local solutions.

In addition, a chapter is devoted to the main challenges local authorities face in their efforts to promote social rights, such as changing technologies, demographic ageing, climate change, and limited local budgets.

This Handbook is a continuation of the series of Human Rights Handbooks, the first volume of which, published in 2018, was devoted to the right to non-discrimination.
