The Forum for Local Democracy in Armenia will be held on 10 November 2017 in Yerevan, on the topic “Outlook for the Future: a new Agenda for Decentralisation”. It is being organised jointly by the Ministry of Territorial Administration and Development and the Communities Association of Armenia (CAA), under the auspices of the Congress of Local and Regional Authorities of the Council of Europe, and takes place on national “Local Democracy Day”. The Forum will gather together mayors and councillors, representatives of the national government and parliament, as well as international agencies and experts, to build a dialogue on the new territorial structure taking shape in Armenia today - including related issues of decentralisation. It will provide a platform for open discussion and free exchange by all participants through two themed sessions: the first on decentralising competences to transfer powers to the local level and the second session on financial decentralisation. The expert panels will comprise local and national elected representatives, international and local experts in local democracy and other local elected representatives from the Congress. The Forum will be opened by the Congress’ President, Gudrun MOSLER-TÖRNSTRÖM, who will be on a three-day official visit to Armenia. During this visit she will also have bilateral meetings with high-level authorities such as the Prime Minister, the Minister of Foreign Affairs, the Minister of Territorial Administration and Development, the Speaker of the Parliament and other local and national figures such as the Mayor of Yerevan and the President of the Communities Association of Armenia. She will also meet with the Armenian Delegation to the Congress and lay a wreath at the Memorial of the Armenian Genocide.
