Congress launches new project to strengthen civil participation in Moldova

On 3 December 2024, the Congress launched a two-year project aimed at enhancing civil participation in political decision making in the Republic of Moldova. The project seeks to offer comprehensive support, tailored tools and learning programmes to citizens, civil society organisations and local officials to boost civil engagement, with a particular focus on youth, women and the inclusion of vulnerable groups. Dialogue platforms will be developed with pilot municipalities, drawing on innovative methods such as the CivicLab and citizen assemblies. The project will also prepare recommendations to strengthen the legal framework for civil participation.

Closely aligned with the 2025-2028 Council of Europe Action Plan for the Republic of Moldova, the project responds to priorities of Moldova’s Public Administrative Reform Strategy 2030 and the National Youth Sector Strategy 2030. It builds on Council of Europe standards including the Guidelines on Civil Participation in Political Decision Making, and Recommendations on deliberative democracy, participation in local public life, and civil society space.

The launch event in Chișinău brought together local and central government representatives and civil society. Ana Calinici, State Secretary at the State Chancellery, and Violeta Crudu, Mayor of Cruzești and Vice-President of the Congress of Local Authorities from Moldova (CALM), welcomed the Council of Europe’s support and underscored the project's timeliness and importance.
