Greece: Meeting with the Ministry of Migration and Asylum of Greece on reception conditions of asylum seekers and the lack of an effective remedy

On 19 March, the Department for the Execution of Judgments of the European Court of Human Rights (DEJ) held an online technical meeting with the Ministry of Migration and Asylum of Greece. The discussion focused on reception conditions of asylum seekers, including access to medical care and the treatment of vulnerable individuals (examined by the Committee of Ministers under A.R. and Others), as well as the lack of an effective remedy enabling individuals to complain about reception conditions, including delayed medical care (H.A. and Others group).

The Ministry was represented by agents from the General Secretariat for Reception of Asylum Seekers, the Directorate of Legal Support on Asylum and Reception, the General Secretariat for Vulnerable Persons and Institutional Protection and the Directorate for European and International Cooperation. The meeting was organised with the support of State Legal Council and the Permanent Representation of Greece to the Council of Europe.

This exchange followed last year’s mission of the DEJ to Greece (1-2 April 2025), during which a meeting was held with the Ministry of Migration and Asylum. On that occasion, it was agreed to further analyse the outstanding issues and to hold a technical-level online meeting to identify remaining challenges and possible next steps. Subsequently, at its Human Rights meeting in June 2025, the Committee of Ministers encouraged the authorities to engage into consultations with the Secretariat, in particular concerning the lack of an effective remedy to complain about reception conditions.

During the meeting, the Ministry officials presented the current situation regarding the reception conditions and medical care, and outlined potential next steps concerning the lack of an effective remedy.

The Committee of Ministers will examine the above groups of cases at its Human Rights meeting in September 2026.
