Supporting Office of Independent Inspector

Two-day training session “Disciplinary Misconduct in the Judiciary: Conceptual Framework and the grounds for infringement” took place on 24-25 September in Tbilisi, Georgia. The training was a follow-up of the February 2018 needs-assessment visit that identified specific targeted areas of support for the Inspector’s Office. The participants had the opportunity to discuss examples from a number of European jurisdictions related to the disciplinary liability in Georgia. The workshop covered also the new disciplinary grounds as drafted by virtue of the “Fourth Wave Judicial Reform”.

Throughout the training, the Council of Europe expert addressed the material and procedural specificities of disciplinary proceedings, main principles and rights of the parties involved, and overviewed all the major international instruments governing this area. The workshop proceeded with active participation of the Inspector’s Office staff to ensure Georgian legislation-specific issues were fully covered.

The training was organized within the framework of the  Council of Europe project  “Support to the Judicial Reform in Georgia”, which is funded by voluntary contributions of Bulgaria, Liechtenstein, Lithuania, Norway, the Slovak Republic, and Sweden to support the implementation of the Council of Europe Action Plan for Georgia 2016 - 2019.
