In the context of the enhanced dialogue with States Parties to the European Social Charter (the Charter), a delegation of the European Committee of Social Rights (ECSR) held several meetings with representatives of the Ministry of Labour, Family, Youth and Social Solidarity of Romania, as well as with other Romanian public authorities to discuss the implementation of the Charter in Romania, including the situation in law and in practice in several key areas of social rights. These meetings took place on Bucharest on 22 October 2026.
The discussions were opened by Aoife Nolan, President of the ECSR, alongside Florin Manole, Minister of Labour, Family, Youth and Social Solidarity of Romania and focused on strengthening the protection of social rights in law and in practice.
The programme examined the European Social Charter system, including the reform of the Charter, the reporting procedure and the procedure concerning provisions not accepted by Romania. It also addressed Romania’s engagement with the Charter and opportunities to strengthen its implementation.
The thematic discussions cover a range of provisions of the Charter, including occupational safety and health, the right to organise, collective bargaining and other aspects of workers’ rights, as well as vocational training and related employment issues. A dedicated session focussed on the collective complaints procedure, with a discussion of Romania’s position and prospects for ratification.
The programme also included a bilateral meeting with the Minister of Labour, Family, Youth and Social Solidarity, followed by an exchange with social partners and civil society representatives.
