Building on the experience of previous roundtables held in May 2024, May 2025, and the workshop held in November 2025, the third edition of the roundtable, bringing together representatives of the Moldovan Police and civil society, was organised in Bălți, and reaffirmed that sustained, practical dialogue between law enforcement and civil society produces tangible results. Participants committed to operationalising police focal points for SOGIESC motivated incidents, strengthening reporting channels, and applying proven practices at the local level, drawing on lessons and cooperation models developed in Chișinău.

The event convened local police, civil society and LGBTI community members from the north of Moldova, creating a safe and constructive space for exchanges and practical cooperation. 
Discussions addressed real life cases, police procedures, the applicable legal framework and the operational steps needed to strengthen community level support, while reinforcing the partnership between the Local Police Inspectorate and the newly established civil society organisation Vivid Voices. Participants also reviewed the national and local situation of LGBTI rights, highlighting obstacles to reporting discrimination and violence and the persistent problem of underreporting.

The leader of the initiative group, and the newly established civil society organisation Vivid Voices, highlighted that the meeting with the police represented an important breakthrough for the LGBTI community in Bălți and a key step in strengthening its visibility. The event helped reinforce cooperation with law enforcement both at the level of Vivid Voices and within the community itself. This open exchange offered the community renewed hope for a safe, peaceful life and a brighter future free from fear.

Senem Gurol, Senior Project Coordinator from the Council of Europe SOGIESC Unit, recalled that with Pride Month underway, it is important that law enforcement authorities take all reasonable measures to ensure that events are conducted safely and peacefully, and to respond promptly and effectively to any incidents targeting LGBTI persons.
His Excellency Fred Dujin, Ambassador of the Kingdom of the Netherlands to the Republic of Moldova, delivered a video message in which he underlined the importance of sustained police – community dialogue for the protection of human rights. He emphasised that LGBTI people must feel safe in all environments at home, in public spaces, at work and in schools and reaffirmed his Embassy’s support for strengthening rights and expanding networks of allies, including within the police.
The event was organised within the framework of the Council of Europe Action Plan for the Republic of Moldova 2025-2028, under the Council of Europe projects "Combating discrimination, hate speech and hate crimes in the Republic of Moldova" and "Enhancing diversity and equality - phase II", in collaboration with the General Police Inspectorate and the GENDERDOC-M Information Centre.
