The Central Election Commission of Albania held a two-day institutional strategic planning retreat to review the implementation of its current Strategic Plan 2022-2026 and lay the foundations for the development of the new Strategic Plan 2027-2031. The Central Election Commission leadership, members of the Complaints and Sanctions Commission, and the Regulatory Commission, as well as directors and technical staff, participated in structured discussions focusing on the institution's strategic direction for the next five years. Comparative perspectives and practical recommendations from the Council of Europe’s international and local experts enriched the dialogue.

Using participatory methodology combining sessions, moderated discussions and directorate-based working groups, participants reviewed the implementation of the Strategic Plan 2022-2026, reflected on institutional achievements and challenges, and identified priorities for the 2027-2031 period. On the second day, Central Election Commission directorates presented and consolidated their contributions, helping define strategic priorities that reflect both institutional needs and long-term objectives.

The two-day institutional discussion concluded successfully with consolidated priorities, structured recommendations and a shared institutional vision. The results will be integrated into the Strategic Review Report and will serve as the foundation of the Central Election Commission Strategic Plan 2027-2031, the document that will guide the institution over the next five years.
