The “Action against Money Laundering and Terrorism Financing in the Republic of Moldova” project, implemented by the Council of Europe funded [in part] by a grant from the U.S. Government, continues to assist national authorities in strengthening Moldova’s framework for preventing and combating financial crime.
As part of ongoing efforts to enhance integrity and compliance within the non-financial sector, the Council of Europe, jointly with the Office for Prevention and Combatting of Money Laundering and the State Tax Service, organised a series of workshops dedicated to notaries on the topic of “Strengthening AML and CFT Compliance in Notarial Practice: Risk Assessments and Sanctions Screening”. The events, held on 27–30 October 2025 in-person and online, gathered 320 notaries of the Republic of Moldova.
Notaries as reporting entities play an important role in preventing and detecting economic crimes. Thus, the workshops aimed to enhance notaries’ capacity to identify, assess, and mitigate risks of money laundering and terrorist financing within their daily professional activity. Participants explored practical approaches to implementing a risk-based approach, conducting customer due diligence, and applying precautionary measures regarding individuals and entities listed under international sanctions or restrictive regimes.
Given its scope, this initiative marks a significant step in strengthening the notarial sector as part of the national anti-money laundering and counter-terrorist financing system. By reinforcing the professional capacity of notaries to apply international standards and national legal provisions effectively, the project contributes to promoting transparency, integrity, and resilience within the broader non-financial sector.
