Workshop on Enhancing Operational Practices in Investigating High-Level Corruption Held in Arandjelovac

In a continued effort to strengthen investigations of high-level corruption in Serbia, a two-day workshop “Enhancing Operational Practices in Investigating High-Level Corruption Cases” was held in Arandjelovac, on 9–10 September 2025, dedicated to reviewing and strengthening existing procedures that regulate investigative actions by the police in corruption cases.

A comprehensive review of existing Standard Operating Procedures for Investigation of Corruption and Standard operating Procedure for Exchange of Data in Financial Investigations, together with the recommendations for improvement was presented and discussed at the workshop. Law enforcement officers from specialized units of the Ministry of Interior- the Anti-corruption Department and Service for Suppressing Organised Crime discussed operational aspects of investigation such as criminal reports handling, evidentiary actions, inter-agency cooperation, case management and exchange of data. Proposed amendments of the procedures were tested through a case study exercise, to validate their viability and compliance with Serbian legal and institutional framework.

Recommendations provided for the  upgrade of  procedures, will be further used by the Working Group of Ministry of Interior in their forthcoming process of amending the Standard Operating Procedures of the police.

The activity has taken place within the Project “Countering Economic Crime in Serbia”, funded by the Swedish International Development Agency, and implemented by the Council of Europe.
