Montenegro sets key steps toward systematic monitoring of anti-corruption efforts

Montenegro has fulfilled several key preconditions to set in motion the regular monitoring of new generation of anti-corruption strategic documents. This was achieved with the adoption of the Anti-Corruption Strategy and Action Plan, the establishment of the Operational Team under the National Council for the Fight against Corruption, and the adoption of the first biannual Report on the implementation of the Action plan for the fight against corruption, The Action against Economic Crime in Montenegro has been providing continuous support to these processes.

The Action’s support was delivered through several stages: a two-day workshop held on 6–7 March 2025 to prepare the first biannual Report (2024–2025), expert guidance in developing and completing the reporting matrix, improving both the quantitative and qualitative aspects of the Report, and finalising the Rules of Procedure of the Operational Team, which outlines the key steps in the reporting process. Together, these activities provided comprehensive support for setting up Montenegro’s anti-corruption monitoring framework.

The activity was organised by the Action against economic crime in Montenegro, within the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye.
