Following the adoption of the Money Laundering and Terrorist Financing (ML/TF) National Risk Assessment (NRA) of Romania conducted pursuant to the Council of Europe Methodology, different stakeholders of the anti-money laundering and countering the financing of terrorism (AML/CFT) framework of Romania identified inter alia concrete training needs which will contribute to mitigation of risks identified in the NRA. As regards the National Office for Prevention and Control of Money Laundering (Romanian Financial Intelligence Unit - FIU), the NRA has identified the need to strengthen its capacities to conduct strategic analysis.
To support the authorities in this regard, the Council of Europe has organised a strategic analysis course on 11-12 October 2022, in Constanta, Romania. The training was based on training materials and exercises developed by the Egmont Group of Financial Intelligence Units (FIUs) and delivered by certified facilitators.
Being composed of both theoretical and practical sessions, the course provided an opportunity for 21 FIU representatives and 5 police officers to gain in-depth knowledge of the different aspects of strategic analysis. The training aimed to engage the participants’ critical thinking and to address possible assumptions that might impede the strategic analysis process. Participants further learned about the different stages of the strategic analysis process, and most importantly, they were actively engaged in practical group exercises which aimed at encouraging them to apply and present the acquired knowledge while designing specific strategic analysis products.
This event was organised within the framework of the Structural Reform Support Programme initiative “Money Laundering and Terrorism Financing Risk Compliance: Implementing a National Mechanism to Assess and Manage Money Laundering and Terrorism Financing Risks in Romania”, funded by the European Commission’s Directorate General for Structural Reform Support and the Council of Europe and implemented by the Council of Europe.
