A two-day meeting dedicated to the finalisation of the Operational Plan for the Prevention of Corruption in the Police took place in Belgrade on 29 and 30 September 2025. The meeting brought together representatives of the different organizational units of the Ministry of Interior, as well as the Agency for the Prevention of Corruption, to review and finalise the draft Operational Plan, which will serve as a key instrument for preventing corruption risks within the police sector.
Working sessions focused on completing the document’s main components, including coordination of Ministry units in corruption prevention, adoption of key integrity policies such as codes of ethics and conflict of interest management, and mitigation of sectoral risks related to secondary employment, procurement, and handling of complaints against police officers. The participants also discussed measures to enhance the visibility of police work and promote public trust in police, indicative timelines, as well as the resources needed for implementation.
Once adopted, the Operational Plan will provide a practical framework for identifying and addressing corruption risks in the police, in line with recommendations from the Council of Europe’s Group of States against Corruption (GRECO). This effort is an important step in Serbia’s efforts to strengthen integrity, accountability, and transparency within the police.
The activity has taken place within the Project “Countering Economic Crime in Serbia”, funded by the Swedish International Development Agency, and implemented by the Council of Europe.
