Council of Europe supports discussions on enhancing Asset Recovery and Asset Management frameworks

The Council of Europe participated in the international conference “From Confiscation to Public Good” organised by the Agency for the Administration of Seized and Confiscated Assets on 25–26 May 2026 in Albania, Tirana. The event gathered representatives of Albanian institutions, international organisations, prosecutors, asset recovery and asset management offices, as well as experts from across Europe to discuss recent developments and challenges in the field of asset recovery and management.

Panel discussions focused, inter alia, on the full asset recovery cycle, from investigation to confiscation, and addressed issues related to inter-institutional co-ordination and cross-border asset recovery. The Council of Europe expert presented key international policy developments affecting national asset recovery systems, including the recently adopted Additional Protocol to the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (Warsaw Convention, CETS No. 198).

Council of Europe interventions highlighted the need for Albania to further strengthen institutional coordination and operational capacities in line with evolving European and international standards. Particular emphasis was placed on reinforcing co-operation among Asset Recovery Offices (AROs), Asset Management Offices (AMOs), law enforcement authorities, prosecutors, and Financial Intelligence Units throughout the asset recovery chain.

The discussions contributed to the broader exchange of regional experiences and good practices on strengthening asset recovery and asset management systems in line with European and international standards.

This initiative is part of the "Enhancing Public Sector Resilience Against Corruption" project, co-funded by the Council of Europe and the Swiss Agency for Development and Cooperation (SDC) and implemented by the Council of Europe.
