Supporting Cyprus in establishing a framework for interagency cooperation on management of seized and confiscated assets

On 5 October 2026, key Cypriot institutions gathered in Nicosia to lay the groundwork for effective interagency cooperation in the management of seized and confiscated assets.

The event served as a platform to raise awareness of the key stakeholders on the Department of Insolvency's new role as the designated Asset Management Office (AMO) and to discuss possible areas of cooperation and modalities through which this cooperation will unfold.

The discussions were based on a draft technical paper mapping the AMO’s interagency cooperation needs across its core functions, from the pre-planning of seizure measures to the final disposal.

Participating institutions discussed the proposed areas of cooperation, practical arrangements and a model Memorandum of Understanding. The exchange provided an opportunity for institutions to share their views and help shape tailored cooperation channels with the AMO, reflecting their respective roles and operational needs.

The workshop brought together 22 participants from the Ministry of Energy, Commerce and Industry, the Ministry of Justice, the Department of Insolvency, MOKAS, the Central Bank of Cyprus, the Cyprus Securities and Exchange Commission, the Police, the Land Registry, the Tax Department, the Road Transport Department, the Department of Registrar of Companies and Intellectual Property, the European Commission and the Council of Europe.


The event was held within the framework of the European Union and Council of Europe Technical Support Instrument project “Establishment of an Asset Management Office in Cyprus”.
