On 9–10 June 2026, representatives of the Agency for the Management of Seized and Confiscated Assets (AMSCA) and the Asset Recovery Office (ARO) of Albania took part in a peer-to-peer visit to French institutions working in the field of asset recovery and asset management. The visit provided Albanian authorities with practical insight into the French asset recovery and asset management system and facilitated an exchange of experiences and good practices that may be adapted to the Albanian context.
During the first day, participants visited the French Agency for the management and recovery of seized and confiscated assets (AGRASC), where they explored practical approaches to the management of movable and immovable assets, companies and virtual assets. Discussions also covered statistical data collection, communication strategies, and inter-institutional co-operation.
The delegation also met with representatives of the Direction Nationale d'Interventions Domaniales. Particular attention was given to existing procedures for the management and sale of seized and confiscated assets as well as to the co-operation mechanisms established with AGRASC.
On the second day, participants visited the Caisse des Dépôts et Consignations (CDC), where they gained valuable insights into the safeguarding and administration of seized funds as well as the management of financial assets deriving from criminal proceedings.
The visit concluded with a meeting at the Criminal Assets Identification Platform (PIAC), where participants were introduced to the institution’s mandate and operational practices in tracing criminal assets. Discussions focused on PIAC’s role in supporting financial investigations and facilitating national and international co-operation in asset identification and recovery.
Throughout the visit, discussions focused on inter-institutional co-operation across the asset recovery chain and on practical approaches to the effective management of different categories of assets. The experience and practices shared by the French counterparts will contribute to ongoing efforts to further strengthen Albania’s asset recovery and asset management frameworks in line with Council of Europe and European Union standards and good practices.
