A series of tailored workshops organised by the Council of Europe since October 2024 has significantly enhanced the capacities of more than 130 Armenian professionals working on effective guardianship for children, including unaccompanied and separated children in the migration context, from several marzes (provinces), including Kotayk, Gegharkunik, Tavush, Lori, Ararat, and Vayots Dzor.
As a result of these training sessions, community social workers, guardianship commission members, and other civil servants, as well as representatives of key state institutions such as the Ministry of Labor and Social Affairs and the Ministry of Territorial Administration, were equipped with knowledge and practical tools to strengthen the protection and support of children deprived of parental care.
A central part of this initiative was the development of targeted, tailor-made materials, including an educational and methodological manual on effective guardianship. The manual and its accompanying resources were subject to a peer-review workshop that brought together national and international experts, as well as representatives from civil society organisations.
These thematic sessions improved participants’ understanding of the Council of Europe standards, effective guardianship practices, and child protection in migration settings. The sessions also fostered inter-agency cooperation and encouraged knowledge-sharing among professionals, aimed at extending their expertise and sustaining improved practices.
This initiative contributes to Armenia’s broader efforts to establish a child-centered guardianship system and reflects the country’s commitment to safeguarding the rights and well-being of unaccompanied and separated children.
These activities were organised within the project “Protecting the Rights of Armenian Children in Post-Conflict Context”, which is part of the Council of Europe comprehensive response package to the refugee influx under the framework of the Council of Europe Action Plan for Armenia 2023‑2026.
