Support the scaling-up of the probation service in Armenia

The Project aims at assisting the national authorities to fully endorse the concept of probation in practice through providing the necessary legislative, institutional and operational framework that will facilitate the use of probation services in the country, thus enhancing community safety and the fair administration of justice. Changes are envisaged at both the level of perception as well as operating/legislative framework, to ensure compliance with Council of Europe Recommendation CM/Rec(2010)1 of the Committee of Ministers to member states on the Council of Europe Probation Rules.

The Project is building on the work previously done and benefit equally from the Council of Europe institutional knowledge in the penitentiary field, as well as from the foundations set out in the two previous projects implemented by the Council of Europe within the period of 2013-2017 in Armenia.

As a result of the Project implementation, it is anticipated that:

  1. Legislation and operational framework for the State Probation Service of Armenia are improved;
  2. Probation service staff increases their capacities to carry out their new duties;
  3. Key professional groups, civil society and public further endorse probation service and the need for the use of community measures.
