Local governance in Armenia
Building on the acquis of the Democratic Development, Decentralisation and Good Governance in Armenia – Phases I and II, the “Local Governance in Armenia” project aims to maintain momentum on the ongoing reforms in the field of Local-Self Government. It seeks to identify priority legislative revisions to ensure coherence with the new Law on Local Self-Government and develop competences of local authorities of enlarged communities to enhance institutional performance, civic engagement, and voter participation.

Through a combination of:
- Tailored policy and legislative actions;
- Capacity-development of local authorities of enlarged communities;
- Raising awareness of good governance principles.
- Regulatory and legislative assessment of secondary legislation to support implementation of the new law on local self-government is completed.
- Key legal texts aimed at improving financial autonomy of local government units are identified, and proposed amendments discussed with stakeholders.
- Targeted capacity-building activities to develop competences of municipal staff and local authorities to measure municipal performance against the twelve principles of good democratic governance through the implementation of European Label of Governance Excellence (ELoGE) benchmark.
- Citizen participation in democratic processes and voter awareness are enhanced through gender-sensitive Social-Behavioural Change (SBC)-informed actions in pilot municipalities.
