From 10 to 11 October 2025, the Council of Europe, in cooperation with the Health and Labour Inspection Body (HLIB) of Armenia, organised a two-day capacity building for 26 labour inspectors from Yerevan and the regions.
The tailored capacity building aimed to enhance the inspectors’ understanding of the rights of persons with disabilities in employment as guaranteed by the European Social Charter and Armenia’s national legislation. It focused on how labour inspectors can use their mandate to monitor compliance, identify discrimination, and promote inclusive workplace practices.
Through interactive discussions and practical exercises, the participants developed tools and approaches that will support their day-to-day work in monitoring of workplaces. The event provided a useful blend of theoretical knowledge and practical tools, while also familiarising participants with leading European practices for creating conditions of inclusive employment where no one is left behind.
By enhancing the capacity of inspectors to address barriers faced by persons with disabilities in the labour market, this capacity-building contributed to Armenia’s commitments under the European Social Charter. It also underlined the vital role of labour inspectors in protecting social rights, ensuring equal access to employment, and safeguarding dignity at work.
As a result, the participants enhanced their capacity to promote inclusive employment and uphold social rights in line with the European Social Charter.
The event was organised within the framework of the project “Enhancing Social Human Rights in Armenia”, which is part of the Council of Europe Action Plan for Armenia 2023–2026.
