This session will explore how powers at the local level, including cities, can serve as a shield to safeguard the democratic rights of its inhabitants, particularly in cases where national and regional powers are drifting away from democratic values.

The session will ask: Are local authorities the last line of democratic defence? What role can they play in fostering dialogue and social cohesion among neighbours, both near and far?
