Workshop on Giving the Right Qualification to Instances of Ill-treatment

On 13 July 2013, the Council of Europe (CoE) in cooperation with the Prosecutor’s Office is organising a workshop on giving the right qualification to Instances of Ill-treatment at “Rooms Tbilisi” Hotel.

As the issue of giving the right qualification has proven to be problematic in practice and become a concern of various stakeholders, the workshop will aim at facilitating an open discussion among prosecutors, judges, lawyers and the Public Defender’s Office.  The speakers from the Chief Prosecutor’s Office and the Public Defender’s Office will present their views on the issues, while the European Court of Human Rights (ECtHR) Registry Lawyer will talk about the importance of giving the right qualification according to the ECtHR. The workshop is expected to serve as a starting point/basis for further work to improve the practices in this direction.

Mr Alessandro Savaris, Deputy Head of the Council of Europe Office in Georgia and the Deputy Chief Prosecutor, Mr Giorgi Gogadze will open the workshop. Discussions will be moderated by Judge Renate Winter, Team Leader of the EU funded project “Support to Criminal Justice System Reform in Georgia”.

The workshop is organised in the framework of the EU/CoE Joint Programme “Human Rights in Prisons and Other Closed Institutions” and the CoE project “Strengthening the Independence and Efficiency of the Justice System in Georgia”.
