The Council of Europe and the High Judicial and Prosecutorial Council of Bosnia and Herzegovina held a two-day workshop on strengthening disciplinary accountability and transparency for judges and prosecutors on 21–22 September 2026. It brought together judges, prosecutors and legal experts to examine the disciplinary framework applicable to judges and prosecutors in Bosnia and Herzegovina.
Discussions covered recent disciplinary practices against judges and prosecutors, the scope of ethics-based disciplinary offences, procedural fairness, transparency in proceedings, judicial review of disciplinary decisions, and the proportionality, dissuasiveness and consistency of sanctions. These themes directly reflected GRECO's Fourth Round recommendations to Bosnia and Herzegovina, including the need to strengthen transparency, ensure procedural fairness and achieve coherent and consistent sanctioning.
The aim of the workshop was to improve the application of disciplinary regulations and ethical standards in the judiciary of Bosnia and Herzegovina and how international standards and good practices could be applied or adapted in the local context.
The workshop was held as part of the Council of Europe’s Action against corruption and economic crime in Bosnia and Herzegovina, implemented under the Council of Europe’s Action Plan for Bosnia and Herzegovina 2026-2029 and funded through voluntary contributions.
