The Ministry of Security of Bosnia and Herzegovina, with the support of the Council of Europe, has launched discussions on new mechanisms for involving persons with lived experience of trafficking in human beings in the development of policies and measures aimed at supporting victims. During a two-day event held in Sarajevo on 28 and 29 October 2026, participants proposed the gradual establishment of an advisory body of persons with lived experience of trafficking in human beings and their inclusion in existing anti-trafficking co-ordination mechanisms.
A dedicated meeting on the involvement of persons with lived experience of trafficking in human beings explored ways to ensure their safe, voluntary and meaningful participation in shaping policies and practices. Representatives of the Council of Europe, the OSCE Mission to Bosnia and Herzegovina, the Serbian NGO Atina and the association “Novi početak” shared relevant experiences and approaches that could help strengthen the role of persons with lived experience of trafficking in human beings in decision-making processes.
Particular emphasis was placed on safeguarding their rights, preventing re-traumatisation and creating conditions for their safe and informed participation. Participants underlined that the perspectives of persons with lived experience of trafficking in human beings should be reflected in the development of the next anti-trafficking strategy in Bosnia and Herzegovina.
The recommendations emerging from this meeting were presented the following day to representatives of institutions, civil society organisations, international organisations and anti-trafficking co-ordinators from across the country. Participants exchanged information on current challenges, priorities and good practices, with a particular focus on strengthening co-operation and developing responses that are more attuned to the needs of victims and persons with lived experience of trafficking in human beings.
These conclusions mark an important step towards more inclusive policies, stronger institutional co-ordination and a more active involvement of persons with lived experience of trafficking in human beings in Bosnia and Herzegovina’s efforts to prevent trafficking in human beings, protect victims and prosecute perpetrators.
The activity was organised within the framework of the Council of Europe project “Strengthening Anti-Trafficking Responses in Bosnia and Herzegovina through Systemic Reform, Policy Development and Comprehensive Support for Victims”, funded through voluntary contributions under the Council of Europe Action Plan for Bosnia and Herzegovina 2026-2029.
