Law enforcement in Bosnia and Herzegovina discusses integrity safeguards

With the support of the Council of Europe, representatives of the Border Police of Bosnia and Herzegovina and the State Investigation and Protection Agency (SIPA) worked on strengthening integrity safeguards and preventing conflicts of interest in law enforcement, in line with the recommendations of the Group of States against Corruption (GRECO).

This work took place during a workshop held in Igman on 6-7 April 2026.

Through expert input, discussions and scenario-based exercises, participants explored how to identify and manage integrity risks, apply conflict-of-interest rules, and strengthen existing oversight mechanisms. Particular attention was given to recognising systemic weaknesses, improving current integrity checks, and promoting the consistent application of ethical standards.

The sessions also highlighted the role of codes of ethics and internal guidance in preventing integrity risks, as well as the importance of building a culture of integrity within law enforcement institutions.

The workshop discussions highlighted the relevance of the presented work to day-to-day duties, emphasising that strong integrity safeguards are essential for maintaining professionalism and building public trust in law enforcement.

These efforts contribute to strengthening accountability and transparency within law enforcement, in line with GRECO recommendations and broader anti-corruption standards.

The workshop was held as part of the Council of Europe’s Action against corruption and economic crime in Bosnia and Herzegovina, implemented under the Council of Europe’s Action Plan for Bosnia and Herzegovina 2026-2029 and funded through voluntary contributions.
