Background information
In close co-operation and consultation with the regional project ‘HELP in the Western Balkans and Turkey’, the HELP on-line course on Anti-discrimination was launched under the project on 21 September. In order to ensure an all-inclusive, tailored and holistic approach, intensive planning and preparation began since June 2016 with the delivery of a Training of Trainers (ToT) course in August 2016 for three national tutors. To ensure high quality in training delivery, the national tutors were trained on HELP methodology, human rights topics, including updates on the recent ECtHR jurisprudence, and the HELP Training platform (Moodle). The ToT was followed, inter alia, by the translation and adaptation of the course, enrolment of the participants and the delivery of a kick off seminar. The course, adapted to the Albanian legal order, was launched for a selected group of professionals, representatives of Ombudsperson Office, the Commissioner for Protection from Discrimination (CPD), the Ministry of Social Welfare and Youth (MOSWY), and NGOs.
Training was delivered over a three months period for 30 enrolled participants, including one participant with visual impairment, through online courses and face to face sessions. The standard training curriculum was enriched with one additional module on gender based discrimination. The course was also converted into Braille to make the training materials accessible to people with visual impairment. 25 participants completed the training course and sat the final exam in December 2016.
Aim of the current event
Following an exam that took place on 14 December 2016 and based on the individual test results, three types of certificates will be delivered: attendance, achievement or the HELP certificate. Those you obtained the latter will be engaged in the project for short-term assignment under public outreach activity.
Methodology for implementation/HELP:
The Project uses an array of methods established and proven by the Council of Europe (CoE) for capacity development and awareness rising throughout its member states. When it comes to the training activities, the project largely relies on the European Programme for Human Rights Education for Legal Professionals (the HELP Programme). The HELP Programme provides the methodology to support the Council of Europe member states in implementing the European Convention on Human Rights (ECHR) at the national level, in accordance with the Committee of Ministers Recommendation (2004) 4, the 2010 Interlaken Declaration and the 2012 Brighton Declaration. This is done by enhancing the capacity of judges, lawyers and prosecutors in all 47 member states in applying the ECHR in their daily work.
