Back Round-table Meeting on Medical and Forensic Expert Reports and Investigation of Ill-treatment Allegations

The second round-table meeting under the Project on “Improving the Effectiveness of Investigation of Allegations of Ill-Treatment and Combatting Impunity in Turkey” took place on 20-21 December 2018 in Istanbul.

The meeting gathered 40 participants, including medical doctors (physicians and forensic doctors), Ministry of Health representatives in charge of applying framework of screening of detainees; admission and medical treatment of prisoners; prosecutors and judges (including Constitutional Court and Court of Cassation), medical staff assigned to prison, representatives of the Ministry of Justice and Forensic Institute of Turkey.

It served as a forum of relevant legal professionals to present and discuss international standards concerning safeguards against ill-treatment and securing effective and evidence based investigation of relevant cases. In particular, it focused on shortcomings related to medical evidence assessment and its importance in investigation of ill-treatment allegations. The input collected from participants’ through small groups’ discussions, will contribute to the development of the recommendations report as proposal for improvement in the judicial and medical practice and cooperation on the issue among stakeholders.

The Project “Improving the Effectiveness of Investigation of Allegations of Ill-Treatment and Combatting Impunity in Turkey” is funded by the Ministry of Foreign Affairs of Denmark and Human Rights Trust Fund and implemented by the Council of Europe in partnership with the Human Rights Department within the Ministry of Justice of the Republic of Turkey.
