Factsheet on environmental challenges and national minorities

The Secretariat of the Framework Convention for the Protection of National Minorities has prepared a factsheet highlighting the environmental challenges faced by national minorities, including indigenous communities such as the Sami, and outlining key actions to address them.

The publication draws on the findings of the Advisory Committee, which has consistently addressed environmental issues since its first monitoring cycle. Recent opinions have emphasized the disproportionate impact of environmental degradation and climate change on minority communities, affecting their health, livelihoods, and cultural heritage.

The release of the factsheet follows a significant political commitment made in Appendix V of the Reykjavík Declaration, United around our values, which reaffirmed the Council of Europe’s dedication to advancing the human rights dimensions of environmental protection. This commitment led to the adoption of the Council of Europe’s first-ever Strategy on the Environment and accompanying Action Plan on 14 May 2025.

By presenting key concerns and recommended actions, the factsheet aims to support member states in ensuring that environmental policies respect and promote the rights of national minorities, in line with the Framework Convention for the Protection of National Minorities.
