On 24-28 February 2025, the Advisory Committee on the Framework Convention for the Protection of National Minorities held its 85th plenary meeting in Strasbourg.
The Advisory Committee adopted its final opinions on the implementation of the Convention by Finland and Serbia. These opinions will become public in early summer once the authorities' comments, if any, received.
The Advisory Committee also approved its draft opinions on the implementation of the Convention by Cyprus, Czechia, Malta and Spain, which will now undergo a confidential dialogue phase with the states parties concerned before being examined again and adopted at a forthcoming plenary session.
Finally, the ACFC had an exchange of views with Marko Bošnjak, President of the European Court of Human Rights. It also heard a presentation by the European Centre for Minority Issues (ECMI) of their study on “From Recommendation to Action: Assessing the Quality of Monitoring Dialogue and State Responses to Advisory Committee Recommendation”.
