The second meeting of the Group of Experts on “Landscape, a Living Environment” was held online on 23 July 2025, bringing together 15 participants, including national representatives to the Council of Europe Landscape Convention, other government officials, and independent experts.
Particular focus of the meeting was placed on defining what constitutes a "living environment”, examining the challenges posed by the triple planetary crisis of pollution, climate change and loss of biodiversity, and identifying related solutions. These discussions will form the core of the forthcoming Recommendation of the Committee of Ministers on “Landscape, a Living Environment”, considering the role of democratic participation and balancing rights related to landscape and environment.
The draft Recommendation will be discussed at the next meeting of the Parties organised back-to-back with the Informal Ministerial Conference marking the 25th anniversary of the Council of Europe Landscape Convention, which will be held in Florence on 27-28 October 2025. The Recommendation and its explanatory report are expected to be adopted by the Committee of Ministers in early 2026.
