Facilitating housing solutions for the war-affected people in Ukraine. Phase II
PROJECT BACKGROUND
The Project aims to provide further technical and expert support in developing sustainable housing solutions for displaced and war-affected people in Ukraine through an inclusive and participatory approach, including a strong engagement of civil society, internally displaced persons (IDPs) and the war-affected people. The Project aligns with the Reykjavik Declaration Principles, emphasizing the commitment to uphold human rights, democracy, and the rule of law in response to aggression and conflict. It supports Ukraine’s efforts to recover and rebuild, ensuring that human rights and international obligations are upheld in the face of significant challenges. The Project also reflects the broader mission of the Council of Europe to protect and promote these core values across the continent.
This Project is implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
PROJECT DESCRIPTION
Project Title «FACILITATING HOUSING SOLUTIONS FOR THE WAR-AFFECTED PEOPLE IN UKRAINE. PHASE II»
Duration: 21 months (1 April 2025 – 31 December 2026)
Funding: Voluntary Contribution
The Project encompasses the following two major components:
1. Improving the national and local regulatory framework on housing solutions and facilitating access to housing programmes and recording of war-related housing damage in line with European and international human rights standards.
Based on European and international standards, including the case-law of the European Court of Human Rights, the Project supports the national and local authorities in revising and advancing the relevant regulatory and policy frameworks on housing solutions and documenting of war-related housing damage for the affected population. The Project will support legislative improvements and the inclusion of data in the RD4U.
Special attention is given to enhancing the knowledge of a wide range of professionals on European housing policies and experiences, particularly those related to housing programmes for displaced and/or war-affected individuals, including the expertise and practices of the Council of Europe Development Bank (CEB).
2. Strengthening capacities of the national authorities and local communities in implementing housing and reconstruction programmes and claiming housing damage through targeted digital solutions, specialised trainings, and information campaigns.
The Project provides expert support and capacity building to stakeholders for implementing housing-related digital tools, including reconstruction programmes for damaged or destroyed homes.
It facilitates access to housing solutions through needs assessments, damage estimation, legal and technical support, and further development of digital tools, while ensuring access to reliable information and support for documenting and claiming war-related housing damage at both national and international levels.
Additionally, the Project supports community-level compensation commissions by providing equipment and training to strengthen their institutional capacity, improve efficiency, expand outreach, and prioritise support for the most vulnerable population.
