A Guide on practical use of housing vouchers, developed by the NGO “Get it back” at the request of the Ministry for Development of Communities and Territories of Ukraine, was made available to the general public in February 2026.

A housing voucher is a special payment document in electronic form, intended for certain categories of internally displaced persons who have moved from temporarily occupied territories and have unresolved housing issues. Given the complexity of the state housing voucher program, it is essential to address the many questions that arise throughout its implementation.

The Guide is primarily intended for specialists within public authorities and organisations who provide advice to and support internally displaced people. Its main purpose is to explain, in clear and accessible language, the rules for obtaining and using housing vouchers, and to provide concise answers to the most raised questions.

In day-to-day practice, specialists face hundreds of recurring enquiries and inconsistent interpretations of procedures — ranging from technical aspects in Diia and the confirmation of the absence of housing, to the rules for purchasing housing on the primary or secondary market. The Guide aims to reduce the number of errors and save time, and, crucially, to ensure a consistent approach to explaining the programme’s rules and restrictions among all stakeholders working with it.

The Guide covers the following areas:

• Eligibility and conditions for receiving vouchers (including general and technical questions, and confirmation of the absence of housing).
• How vouchers can be used on the real estate market — selecting property, applicable limitations, combining instruments, costs related to purchasing, and other practical issues.
• Inheritance and changes in circumstances in cases where the voucher recipient has died or where rights/circumstances have changed.

A separate practical section is dedicated to common pitfalls in voucher use.
