Call for tenders for the selection of national consultants on housing solutions for IDPs and war-affected people in Ukraine

The Council of Europe Project “Facilitating housing solutions for the war-affected people in Ukraine. Phase II” (hereinafter – the Project), implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026, is launching a tender for the selection of national consultants on housing solutions for internally displaced persons (IDPs) and war-affected people in Ukraine under the following Lots:

Lot 1: Legislative and policy expertise on housing rights of IDPs and war-affected people in Ukraine

Lot 2: Capacity building and facilitation on housing rights of IDPs and war-affected people in Ukraine

Deadline for submission of tenders 27 July 2025, 23:59 (CET)

Important! The deadline for submitting tender proposals has been extended to 10 August 2025, 23:59 (CET).

Tender proposals with all supporting documents must be submitted exclusively by email to [email protected] with the following subject line: Tender – 00905/9306/2025/2.
Proposals sent to any other email address will not be considered.

All questions must be sent at least 5 (five) working days before the deadline for submission of tenders, exclusively to [email protected] with the following subject line: Questions – 00905/9306/2025/2.

Documents to be provided (see the Tender file for a detailed list):

  1. One completed and signed Act of Engagement (see the template attached below);
  2. A detailed CV demonstrating education, relevant experience, and language proficiency;
  3. A motivation letter;
  4. Up to 5 examples of previously completed relevant assignments;
  5. Relevant certificates or licenses (if any);
  6. Registration documents (for legal persons and private entrepreneurs only), and other supporting documents.

All documents shall be submitted in English, or in Ukrainian with a short summary in English (if specified). Failure to comply with this requirement will result in the exclusion of the tender.
If any of the documents listed above is missing, the Council of Europe reserves the right to reject the tender.

All documents must be properly completed, signed, and clearly named (file names should reflect their content). Preference will be given to documents submitted in Word or PDF format.

Please note the daily fee rate indicated in the Act of Engagement. Tenders proposing fees above this rate will be automatically and entirely excluded from the tender procedure.
