Mr Steen Nørlov, Head of Council of Europe Office in Ukraine on the air of UA: ODESA TV Channel

On September 2, 2021, Mr Steen Nørlov, Head of Council of Europe Office in Ukraine on the air of UA: ODESA TV Channel, spoke about the Council of Europe's support for combating ill-treatment and promoting the safety of journalists in Ukraine. Mr Henrik Villadsen, the OSCE Project Co-ordinator, took part in the TV program also.

Mr Steen Nørlov emphasised that the Council of Europe, through implementing the project "Support to Institutions to Combat Misconduct in Ukraine", assists the State Bureau of Investigation (after this – SBI) in effectively applying European standards and practices in combating human rights violations. The Head of the Council of Europe Office stressed the importance of training SBI staff within the project and, in particular, spoke about training for SBI investigators and operatives on the prevention of crimes related to abuse of power by law enforcement officers. The training was held on September 2 and 3 in Odesa within the Council of Europe project "Supporting Institutions to Combat Ill-Treatment in Ukraine" and was organised jointly with the OSCE Project Co-ordinator in Ukraine.

On ensuring the safety of journalists, Mr Steen Nørlov pointed out that this issue should be prioritised on the agenda of all government institutions and, above all, law enforcement agencies, which should understand the nature and specifics of journalistic work. The Head of the Office said that the Council of Europe's Platform for the Protection of Journalism and the Safety of Journalists was currently operational, with active reports on threats to freedom of expression and the safety of journalists. The project "European Union and Council of Europe work together to promote media freedom in Ukraine" is an active dialogue and cooperation between the Office of the Prosecutor General, NGOs working in the media and the media community to ensure the safety of journalists and improve the investigation of crimes against journalists.
