Representatives from Ukraine took part in the joint Council of Europe Eurojust workshop on the Second Additional Protocol to the Convention on Cybercrime (hereinafter the 2AP), held on 29–30 September 2025 at Eurojust premises. The event gathered more than 100 experts from Europe and beyond — including judicial authorities, prosecutors, policymakers, and representatives of international organisations — to exchange experiences and discuss practical aspects of implementing the 2AP on enhanced international co-operation and disclosure to electronic evidence.

Ukraine was represented by five national experts, including officials from the Ministry of Justice, the Prosecutor General’s Office, the Security Service of Ukraine (SBU), and the Ministry of Internal Affairs. Their participation underscored Ukraine’s strong commitment to aligning national cybercrime legislation with international standards.

The workshop focused on the operational and legal implications of the Second Additional Protocol, which introduces new forms of direct co-operation with service providers, expedited procedures for data requests, and strengthened data protection and human rights safeguards.

The format of the meeting allowed for exploring the practical application of the 2AP in cross-border investigations and sharing of experiences across jurisdictions to better address implementation challenges and promote mutual understanding.

Ukrainian participants presented the country’s ongoing legislative efforts to implement and ratify the Second Additional Protocol, emphasizing the strong commitment to strengthening international co-operation and aligning with international standards. Ukraine is preparing a draft law to amend the Criminal Procedure Code and related acts to facilitate direct co-operation with service providers and ensure full compliance with data protection and privacy requirements. To accelerate the Draft Law and coordination between the relevant institutions, the planned reforms should facilitate direct requests and disclosure of information between Ukrainian service providers and competent foreign authorities, introduce clearer procedures for handling electronic evidence, and strengthen judicial safeguards.
