Assisting Kosovo* authorities in developing anti-discrimination policies

The protection and promotion of fundamental human rights through a better implementation of the Kosovo* Human Rights Strategy (2020-2024) is in the focus of the continuous support of the Council of Europe for the authorities in Kosovo. Hence, the Horizontal Facility II Action on Promotion of diversity and equality in Kosovo*, is assisting the Office for Good Governance - Office of the Prime Minister in Kosovo in the process of complying with its human rights and anti-discrimination mandate.

In this framework, a two days’ workshop with the representatives of line ministries, judiciary, police administration and international organization held during 17-18 December 2019 in Pristina, helped the participants to validate all strategic objectives, and discuss key measures and related activities to support the implementation of the Kosovo Human Rights Strategy (2020-2024).

In addition, on 19 December, in close collaboration with the Office for Good Governance and NGOs in the field, the Advisory Committee meeting for the rights of LGBTI communities took place in Pristina, discussing with key partners and stakeholders the results, challenges and the way forward how to improve and promote the rights of LGBTI community in Kosovo.

Another important coordination meeting with representatives from ministries and municipalities part of human rights mechanisms in Kosovo, was conducted on 24 December, tackling ways to improve inter-institutional coordination and exchange in regards to address more efficiently the discrimination and human rights violations in different communities.

Action on Promotion of diversity and equality in Kosovo is part of the second phase of the programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", funded by the European Union and the Council of Europe and implemented by the Council of Europe.

  • Strengthening the capacity and support the authorities to improve the implementation of the policy/legal framework related to anti-discrimination, combating hate-speech and protecting rights of LGBTI persons in line with the standards and recommendations set by the Council of Europe – especially those of the European Commission on Racism and Intolerance (ECRI)
  • Contributing in strengthening the capacities of the Office for Good Governance in the Prime Minister’s Office and Ombudsperson in regards to human rights protection mechanisms

  • Implementation of anti-discrimination policies and legislation, at the central and local level (especially on protection of the rights of LGBTI persons, and on combating hate speech/hate crime) is improved
  • Dialogue and cooperation between institutions and civil society organizations in promoting and protecting the human rights is enhanced
  • Awareness of citizens on their rights and mechanisms to defend them is strengthened
  • Contribution to achieve better protection of human rights for the citizens of Kosovo* and to build a more diverse, equal and tolerant society
