Competitive bidding procedure for setting up a pool of experts for the manual for Police forces on equality, non-discrimination and combating racism

The No Hate Speech Unit of the Anti-Discrimination Department of the Council of Europe is developing a training manual for Police forces on equality, non-discrimination and combating racism. This manual will serve the purpose of training Police officers on relevant European standards, either in the initial training or in the in-service training. The manual will include several educational modules, in a style which is accessible for trainers, notably those from Police Academies. The initial content of the manual is as follows:

  • Module on the concept of equality and non-discrimination
  • Module on the prevention of racial profiling
  • Module on the prevention of racially motivated misconduct and promotion of equality
  • Module on Police investigation of hate crime
  • Module on the relations between Police and different groups and communities (including respectful communication with victims)

The contents may be modified by consultants.

The manual will take into account the relevant work and standards of the Council of Europe in the above mentioned topics, in particular the case-law of the European Court of Human Rights and the work of ECRI on combating racism and racial discrimination in policing and on national legislation to effectively combat racism and racial discrimination (ECRI GPRs No. 11 and No.7).

The Council of Europe is looking for a maximum of eight Providers (provided enough tenders meet the criteria indicated below) in order to support the implementation of the project with a particular expertise on training police officers on equality and non-discrimination issues.

Throughout the duration of the Framework Contract, pre-selected Providers may be asked to:

  • Participate in working meetings to define the content of the manual and its use
  • Write chapters of the manual
  • Review chapters of the manual
  • Run trainings based on the manual content
  • Develop online content for online courses based on the manual.
