The signing ceremony began at 9.30 AM in the presence of Edgars Rinkēvičs, Minister of Foreign Affairs of Latvia, Thorbjørn Jagland, Secretary General of the Council of Europe, and Igor Crnadak, Minister of Foreign Affairs of Bosnia and Herzegovina in his capacity as Chair of the Council of Europe’s Committee of Ministers.

The representatives of Belgium, Bosnia and Herzegovina, Estonia, France, Germany, Iceland, Italy, Latvia, Luxembourg, Norway, Poland, Slovenia, Spain, Sweden, Switzerland, Turkey and the United Kingdom signed today the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism (CETS No. 217). The representatives of the European Union signed simultaneously the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196) and its Additional Protocol (CETS No. 217).

The purpose of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism is to supplement the provisions of the Convention, opened for signature in Warsaw on 16 May 2005, as regards the criminalisation of the acts described in Articles 2 to 6 of the Protocol, thereby enhancing the efforts of Parties in preventing terrorism and its negative effects on the full enjoyment of human rights, in particular the right to life, both by measures to be taken at national level and through international co-operation, with due regard to the existing applicable multilateral or bilateral treaties or agreements between the Parties.

In connection with the opening for signature ceremony, the Council of Europe in co-operation with the Chairmanship of Bosnia and Herzegovina of the Committee of Ministers and the Latvian Government organises the “International Conference on Foreign Terrorist Fighters” to take place on the same date in Riga.

The aim of the Conference is to bring together governmental experts and policy-makers responsible for preventing and combating terrorism, as well as representatives of international Organisations and academic experts, to discuss the benefits of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism, and to share experience in addressing the challenge of foreign terrorist fighters.
