Government officials from the Southern Mediterranean and Council of Europe experts have gathered from 30 November to 3 December to assess constitutional and transitional justice. The event represented the first Module of the Programme of Advanced Training in the field of human rights, the rule of law and democracy for Southern Mediterranean (PATHS Programme) and was organised with the support of the South Programme II, which provides legislative expertise and regional cooperation between Europe and Southern Mediterranean partners.

Participants have met with Council of Europe experts to exchange views and experiences on constitutional justice and legislative processes. The European Commission for Democracy through Law (the "Venice Commission") made a contribution to the 1st PATHS training Module entitled “Constitutional justice, transitional justice and the legislative process”, which is aimed at high-level public servants from the MENA Region.

Further, under the HELP programme the participants were able to familiarise themselves with Council of Europe standards on transitional justice, with respect to institutional reform, human rights and gender justice, through the “HELP curriculum on Transitional Justice and the ECHR”, presented by Tatiana Termacic (Council of Europe, Human Rights National Implementation Division) which may in the future be adapted to the needs of the South Programme’s beneficiary countries.
