This project seeks to continue to promote international standards in the field of violence against women and domestic violence, as well as to build the capacity of state authorities, legal and law enforcement professionals, civil society, etc., to adapt domestic frameworks in line with international standards, and to apply those standards to prevent and combat violence against women and domestic violence.

This project is implemented within the third Phase of the joint programme of the European Union and the Council of Europe “Partnership for Good Governance” running from 2023 until 2027. It builds on the results of the previous phases of the Partnership for Good Governance in the field of advancing women’s access to justice and combating violence against women (Phase I 2015-2018 and Phase II 2019-2023).

 What are the goals and objectives of the project?
  • To promote international standards in the field of violence against women and domestic violence (VAW/DV) in Azerbaijan;
  • To build the capacity of relevant actors, in particular law enforcement to effectively deal with cases of VAW/DV and promote multi-agency cooperation on VAW/DV;
  • To encourage national actors to take action to make legislative and policy changes to better align domestic frameworks on gender equality and VAW/DV with international standards.
 What do we expect to achieve?
  • Key national actors and the general public are increasingly aware of international standards on VAW/DV;
  • Knowledge and skills are applied by relevant national actors to effectively deal with cases of VAW/DV in ways that are consistent with international standards;
  • Multi-agency cooperation on VAW/DV is promoted;
  • National actors take action to make legislative and policy changes to better align domestic frameworks on gender equality and VAW/DV with international standards.

Launch of a Council of Europe Gender Equality Calendar

On 8 March, International Women’s Day, the Council of Europe launched a gender equality calendar on the organisation’s Gender Equality homepage.

This calendar highlights people and events in Europe's gender equality and women’s rights history. 

With 212 entries until now, the calendar can evolve and be updated to include new entries. Stories about persons or events that shaped women’s rights or gender equality can be submitted for inclusion in the calendar via the special form.

 What is the budget of the project?
  • The total project budget is EUR 700 000.
  • The overall Programme budget is EUR 19.3 Mio. (80% is co-funded by the European Union and 20% by the Council of Europe).

The “Partnership for Good Governance” (PGG) is a joint initiative of the European Union and the Council of Europe for strengthening good governance in the Eastern Partnership region.1

PGG provides tailor-made support to Eastern Partnership countries to bring their legislation and practice closer to European standards in the fields of human rights, rule of law and democracy. It supports, in particular, Eastern Partnership countries’ domestic reforms to strengthen Justice, counter Economic Crime, promote equality and non-discrimination, advance women’s access to justice and combat violence against women.

1 While the Partnership for Good Governance does not include activities with the participation of the Belarusian authorities, activities may be organised with the representatives of Belarusian civil society and democratic forces as appropriate in line with the European Council Conclusions of February 2022 and the Decision of the Council of Europe Ministers’ Deputies of March 2022.
