Working group discusses drafts for perpetrator programme development in Armenia

On 28 July 2025, the second meeting of the national working group on the development of a perpetrator programme in Armenia brought together 35 representatives from key ministries, law enforcement agencies, and civil society organisations.

The meeting focused on discussing the draft gap analysis of Armenia’s current legal and institutional frameworks and gathering feedback on the initial structure of a training curriculum for professionals who will deliver the programme. Both the report and the curriculum are being developed in line with international standards, particularly the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (Article 16), which calls for the establishment of effective intervention programmes for perpetrators and should be finalised in autumn 2025.

The discussion enabled stakeholders — including representatives from the Ministry of Labour and Social Affairs, the Ministry of Internal Affairs, the Police of Armenia, the Ministry of Justice, the Probation Service, the Prosecutor General’s Office, the Investigative Committee of Armenia, the Supreme Judicial Council, and civil society organisations — to share their perspectives and contribute to shaping the next steps of the programme.  

This initiative is part of the Council of Europe project "Ending Violence Against Women and Promoting Gender Equality in Armenia" (Phase II), supporting Armenia’s efforts in combating violence against women and promoting gender equality.
