The Council of Europe partnered with the Ministry of Social Policy on 26 June 2025, for a Strategic Session on adapting Ukraine’s Programme for Perpetrators. The Strategic Session was held in Kyiv.
Participants agreed that Ukraine's current perpetrator programme, last updated in 2021, requires immediate reform to address the surge in violence against women - including conflict-related sexual violence - caused by the ongoing war of aggression by the Russian Federation against Ukraine.
Representatives from key ministries, police, prosecution services, NGOs, probation services and regional administrations cooperated in working groups to address implementation challenges and identify practical steps for adapting Ukraine's Programme for Perpetrators.
The Council of Europe and the Ministry of Social Policy will continue cooperation to adapt Ukraine's Programme for Perpetrators, ensuring it effectively addresses all forms of violence against women and domestic violence.
The event was organised with the support of “Combating Violence against Women in Ukraine – Phase III” (COVAW-III).
