Stopping violence against women: GREVIO stresses need for risk assessment to keep women safe from violence

The Council of Europe has released a standalone publication focusing on risk assessment and risk management in cases of violence against women and domestic violence, extracted from the 5th general report by GREVIO (the Group of Experts on Action against Violence against Women and Domestic Violence), the independent expert body responsible for monitoring the implementation of the Istanbul Convention.

The publication examines risk assessment and risk management as key mechanisms for preventing human rights violations, as outlined in the Istanbul Convention. Risk assessment systematically evaluates the likelihood of immediate harm and severity of threats, while risk management encompasses the protective measures taken based on these assessments, including emergency barring orders and protection measures as outlined in the Convention.

Drawing from extensive baseline evaluation reports and European Court of Human Rights jurisprudence, the publication also emphasises how the Istanbul Convention requires consideration of incidents of violence during custody and visitation rights determinations. The publication serves as a comprehensive guide for parties to the Istanbul Convention in implementing effective violence prevention strategies through systematic risk assessment and management approaches.

The publication “The role and importance of risk assessment and risk management in preventing and combating violence against women” is made available by the project “Combating Violence against Women in Ukraine – Phase II” (COVAW-II) and is now also accessible in Ukrainian.
