The Council of Europe project “Aligning laws and policies with the Istanbul Convention in Kosovo*” supported the Ministry of Justice with the development of the programme for treatment of perpetrators of violence against women. The Programme provides a victim-centered, gender responsive approach focused on perpetrator accountability. It gathers best practices proven to be effective for breaking the cycle of violence, while considering the main local norms that feed the beliefs which justify violence against women. The Programme was endorsed by the Ministry of Justice and its piloting in the Correctional Service will start in January 2024.
This leaflet describes the purpose of the programme and its outline:
