Online course on gender equality and gender mainstreaming launched for state institutions in Azerbaijan

On 26 May 2025, the Council of Europe Human Rights Education for Legal Professionals (HELP) online course on gender equality and gender mainstreaming in its Azerbaijani version was launched. 26 representatives from six state institutions in Azerbaijan attended the course launch.

Council of Europe and international standards on gender equality and gender mainstreaming were presented during the event, with the aim to reinforce a shared understanding of how to incorporate the principles of equality and non-discrimination across public policies and daily institutional practice. Emphasis was given on the importance of integrating a gender perspective at every stage of decision-making – from planning and budgeting to implementation and evaluation.

The HELP course is designed to strengthen the capacities of civil servants by equipping them with the knowledge and tools necessary to apply gender mainstreaming in their roles. The course covers key concepts, relevant international standards, policy frameworks, and practical approaches for integrating gender in institutional contexts.

This event is part of the Council of Europe and the European Union joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Preventing and combating violence against women and domestic violence in Azerbaijan”.
