On 25 February 2025, an adapted version of the HELP (Human Rights Education for Legal Professionals) online course on domestic violence was introduced for Azerbaijani police officers.
The course will equip law enforcement officers with essential knowledge and skills to handle cases effectively. It includes three modules covering the forms and impact of violence, victim-centred responses, and investigative techniques.
Police lieutenant colonel Kamala Alakbarova highlighted the need to strengthen the role of women officers, stressing that police play a key role in preventing and addressing domestic violence.
This initiative is part of the EU–Council of Europe Partnership for Good Governance, under the project “Preventing and combating violence against women and domestic violence in Azerbaijan.”
