On 24 September 2025, the Council of Europe and UN Women are co-organising a high-level event during the 80th UN General Assembly “A multistakeholder liability to end technology-facilitated violence against women: real solutions to real harms” to be opened by the Secretary General of the Council of Europe and the Executive-Director of UN Women.
Technology-facilitated violence against women and girls (TFVAWG) is a growing phenomenon in today’s digital age. Online abuse is increasing in scale and impact, with serious consequences for women and girls’ safety, livelihoods, and participation in democratic life and online spaces.
From harassment and threats to the spread of misogynistic content, TFVAWG silences women and girls, particularly those in public roles such as journalists, politicians, and activists. This harms not only individuals but also societies, by eroding trust in technology and depriving communities of diverse voices. Addressing this is an enormous challenge that requires strong will from different stakeholders.
Global and regional actors are taking action. The Council of Europe is preparing a new legal instrument on accountability for TFVAWG, building on the Istanbul Convention, and the UN Women Beijing+30 Action Agenda also prioritises tackling TFVAWG.
This high-level event will bring together governments, civil society, and industry to drive commitments and solutions — ensuring that women and girls are not left behind in a digital world.
