Fruitful discussions during the first meeting of the Working Group on the place of men and boys in gender equality policies and in policies to combat violence against women

The Working Group on the place of men and boys held its first online meeting on 31 March 2022. The Working Group was established by the Gender Equality Commission (GEC) further to the mandate given by the Committee of Ministers to draw up Guidelines on “The place of men and boys in gender equality policies and in policies to combat violence against women” by the end of 2022.

After a short presentation of the draft Guidelines, the members of the Working Group - representing five member States and two NGOs in observer status with the GEC - discussed the document. Further very useful and complementary input on the topic was given by the hearing of Johanna Nelles, Head of the Council of Europe Violence against Women Division (GREVIO) and of Anna Lindqvist, Director of the MÄN organization (Sweden) and member of the Steering Committee of MenEngage Europe.

Issues addressed in the draft Guidelines relate notably to the equal sharing of care work between women and men, to men as agents of change, in particular men in decision-making, to reducing the impact of gender inequalities on men and to improving men’s role in combating violence against women. The draft Guidelines are based on the principle that policies regarding men and boys should comply with existing standards and aim at challenging structural gender inequalities; and that they should be informed by scientifically sound research and data. The Working Group will continue its work until the summer 2022 and the final Guidelines will be adopted by the GEC in November 2022.
