On 10 June 2026, from 3:30 pm to 5:30 pm CET, the Council of Europe will launch Recommendation CM/Rec(2026)2 of the Committee of Ministers to member States on accountability for technology-facilitated violence against women and girls at a hybrid event in Strasbourg and online. Entitled “From standards to action: making accountability for technology-facilitated violence against women and girls a reality”, the event will focus on how standards can be translated into concrete responses in courts, investigations, support services, regulation and the design of digital technologies.

Adopted by the Committee of Ministers on 4 March 2026, the Recommendation provides guidance to member States on strengthening accountability for technology-facilitated violence against women and girls through legal, institutional and regulatory measures. A central focus of the launch event will be the practical implementation of the Recommendation by those working on the frontlines of justice, regulation and victim support. The programme will feature expert interventions on technology-facilitated violence against women and girls, highlighting current challenges, existing responses and how the Recommendation can contribute to strengthening these efforts. Key provisions and the strategic importance of the Recommendation will be presented, alongside a set of infographics designed to translate its core messages into clear and engaging formats for a wide range of audiences.
