The Council of Europe project “Promoting Gender Equality in Ukraine (Pro-GE)” (hereinafter “the Project”), implemented within the Action Plan for Ukraine for 2023-2026, is seeking providers for the procurement of national consultancy (intellectual) services in the area of gender equality and gender mainstreaming. The project is launching a tender call under the Council of Europe competitive bidding procedure / framework contract.
In that context, the Council is looking for a maximum of up to 3 local providers / consultants per lot in order to support the implementation of the Project with a particular expertise in the area of gender equality, in accordance with the thematic lots described in the Tender File document.
Deadline for submission of offers: 6 March 2024

All questions shall be submitted by 28 February 2024 and shall be exclusively addressed to the email addresses [email protected] with the following reference in the e-mail subject: “Questions – Pro-GE Project – National consultancy in the area of gender equality”.
All documents shall be submitted in English (except for registration documents for legal persons / private entrepreneurs, which may be submitted in Ukrainian). At least one sample of previous work should be in English. Failure to submit documents in English will result in the exclusion of the tender.
If any of the documents listed above are missing, the Council of Europe reserves the right to reject the tender.
The Council of Europe reserves the right to reject a tender if the scanned documents are of such a quality that the documents cannot be read once printed.
The Council of Europe reserves the right to require additional supporting documents if necessary.
Expected duration of the provided services: 15 March 2024 – 31 August 2025
